Ukraine Conflict Stalls Indian AF Upgrades

India will need to explore fresh options, including direct purchase, to shore up its air transport fleet as the Ukraine conflict has stymied the upgrade of its AN-32 aircraft, an Indian Air Force official said.
The last five of 40 AN-32 aircraft being upgraded in Ukraine have become "untraceable," the official said, and the local upgrade of the remaining 64 AN-32s has halted as Ukraine engineers departed and supplies of spares stopped.
"As AN-32 formed the bulk of the medium-lift segment of the transport fleet, urgent replacement of the Avro fleet, finalization of the joint development of medium transport aircraft and possible fresh purchases are some of the options which IAF will need to work on an urgent basis," retired Air Force wing commander Bhim Singhal said.
In addition to the AN-32, the Air Force uses the Russian-made IL-76, British-made Avro, which is license-produced by Hindustan Aeronautics, and the US-made C-17 and C-130J Super Hercules.
In 2009, India contracted with Ukraine's state-owned arms trading agency, Ukrspetsexport Corp., to upgrade its 104 AN-32 transport aircraft at a cost of US $400 million as the fleet had reached its life expectancy. The program, which was to run through 2017, involved the upgrade of 40 aircraft in Ukraine and 64 under technology transfer from Ukraine at the Air force Chakeri, Kanpur-based base repair depot.
However, only 35 aircraft, upgraded at Kiev-based Antonov State Co. facilities in Ukraine, have returned, while the last five remain stranded due to the conflict.
"These five aircraft are almost lost as it is difficult to trace them and diplomatic efforts to find their whereabouts have failed," the Air Force official said.
A diplomat from the Ukraine Embassy said Antonov must resolve this issue with the Air Force, and that the government cannot help. Antonov officials were unavailable for comment.
The local upgrade at the Kanpur depot, which began three years ago, halted last year. Six aircraft were put for upgrade but work had to be discontinued as the Ukraine engineers left and only one container of spares from Ukraine had arrived, the Air Force official said.
The upgrade of the AN-32 would have extended the aircraft's life by 40 years with improved avionics, modernization of the cockpit and payload capacity being increased from 6.7 to 7.5 tons.
The AN-32 upgrade also includes spares from Honeywell and some Russian supplies.
"IAF had all along been maintaining that the local upgrade includes indigenization of spares and parts, and that most of them have been executed. With the local upgrade halted, these claims has been proven false," Singh said.
With the Indian government emphasizing strategic lift for internal deployment and the rushing of troops to the Chinese and Pakistani borders, additional transport aircraft are needed, Singh said.
AVRO Replacement
The status of replacing the Air Force's 56 Avro transports is unclear as only Airbus Defense & Space of Spain, which proposed the C-295 in a tie up with India's Tata Advanced Systems, has bid for the $3.5 billion tender, which closed late last year.
Ukraine's Antonov did not file a bid because the Defence Ministry refused to give it an extension.
With only one bidder, the tender faces cancellation.
Meanwhile, India and Россия propose to jointly develop a medium-lift transport plane capable of ferrying 80 troops together with infantry fighting vehicles or light tanks, artillery guns and ammunition, aimed at replacing the AN-32 fleet.
Russia's UAC and Hindustan Aeronautics have established a company, the Multi Role Transport Aircraft Ltd., as an Indo-Russian joint venture for the Medium Transport Aircraft program. But a final production agreement is not emerging because of issues relating to production work share.

Bombardier reveals another CSeries delay pushing delivery to 2016

Another day, another dollar, another CSeries delay.
Bombardier revealed for the first time on Friday that the first deliveries of its CSeries jet to customers officially won't happen until 2016 at the earliest. That's more than three years after the jets were supposed to be available under their original timeline.
The Montreal-based aerospace company has gotten cagey in recent months about timelines for the closely watched (and oft-delayed) project, but had warned last month that more delays might be forthcoming.
After an investor meeting in Montreal, the company's new CEO told reporters it is sticking to a timeframe of getting regulatory certification completed by the end of this year. But delivering the planes to customers so they can start using them will happen some time after that.
"With certification of the program planned for the end of 2015, you don’t do a delivery before the start of the next year anyway," recently minted CEO Alain Bellemare was quoted by Bloomberg as saying Friday.
That was enough to send the stock price down a couple of cents to $2.49 on the TSX on Friday.
As recently as last September, the company said delivery plans "remain on track for the second half of 2015."
Right now, the company has firm orders for 243 of the new planes. But a number of customers have expressed concerns and in at least one case, lost interest in the plane as the delays mounted. 
The head of Qatar Airways said at an airline conference last monththat his company was tired of waiting for the new planes, and had stopped considering ordering any.
The CSeries is seen as key to Bombardier's future as it will be the company's entrant in a growing market for smaller planes that can travel longer distances with better fuel efficiency.
In addition to being about three years behind schedule, the price tag for the project has also grown by $2 billion from what was originally forecast to $5.4 billion US.

Aviation Technology Debuts AltAlert Personal Cabin Pressure Monitor


Aviation Technology’s AltAlert provides audible and visual alerts when cabin altitude climbs to dangerous levels. The device can fit in a pocket or be mounted on the aircraft window.
While aircraft that fly in the flight levels have pressurization-failure warning systems, accidents involving apparently hypoxic pilots keep happening. Stacy Pappas Sawaya, president and CEO of Carlsbad, Calif.-based Aviation Technology, researched these types of accident and invented a new portable warning device–the AltAlert “personal cabin pressure monitor”–that pilots can use to help detect a pressurization failure well before it causes hypoxia. AltAlert can also help remind pilots flying unpressurized high-altitude aircraft that it’s time to don oxygen masks.
The AltAlert device is easy to carry into any aircraft and can either clip onto a shirt pocket or be suction-cupped to a window near the pilot’s field of view. Both aural and LED visual alarms warn the pilot that the cabin altitude is climbing above specific thresholds. AltAlert is available from many pilot shops and retails for $399.95.
The AltAlert is based on a NASA patent, but what Sawaya and her engineering team did was develop algorithms that make the device work reliably and consistently with a long battery life of 18 months. “It took about four years from the concept to getting it completely developed and bringing it to market,” she said.
“I started researching the number of accidents logged with the NTSB related to pressurization,” Sawaya explained. “The Payne Stewart accident was the most highly publicized, but the total number is enormous. It was really just a coincidence that the TBM 900 went down last September; we were finishing up by then. It was yet another example of the need for this device and its lifesaving capabilities.”

AURAL AND VISUAL WARNINGS

AltAlert is built around a pressure sensor. The algorithm drives six alarm modes, from nothing until 10,000 feet to combinations of a flashing LED and audible chirps at various higher altitudes. Above 10,000 feet, the red light flashes every 15 seconds along with a single “courtesy” chirp. Above 11,500 feet, the light flashes every five seconds and two chirps warn the pilot that cabin altitude has reached that level. Above 12,500 feet, the light flashes every second and there is a triple chirp. At this point the AltAlert also starts a 30-minute timer and if the aircraft’s altitude is between 12,500 and 14,999 feet after that interval, it switches to the above-15,000-foot alarm (the highest alarm). The above-14,000-foot alarm is flashes a red LED every second, but adds a constant double chirp. Above 15,000 feet, the LED and the chirp both remain on constantly. The first four modes can be muted, but once above 14,000 feet, the device cannot be muted.
I tested the AltAlert in a Cessna 172 with another pilot. We both used a pulse oximeter to measure our oxygen saturation as we climbed to 12,500 feet west of Van Nuys, Calif. We were going to go higher, but the 172 would have taken too long to climb the remaining 1,500 feet and we had no supplemental oxygen. Also, we felt that our oxygen saturation numbers precluded remaining at high altitudes any longer.
The AltAlert worked as advertised, and the LED was clearly visible and the chirps audible even with my passive headset on. It’s difficult to say whether the AltAlert would capture a pilot’s attention during a cabin pressurization problem, but it would certainly be useful to have as a backup device and it should increase the chances that pilots or even a passenger flying in the other seat might notice that there is a cabin-altitude problem. Where it seems AltAlert could really help is during a slow decompression, especially in an airplane without an automatic emergency-descent autopilot mode.
“We’re really excited about it,” said Sawaya. “It’s been lot of hard work and a lot of sacrifice.” One pilot bought an AltAlert after experiencing a slow leak caused by a failing door seal. “He was getting hypoxic,” she said, “and was able to recognize it and do an emergency landing before any tragic consequences. He said, ‘I wish I had this a year ago. I’m one of the lucky ones.’ To be able to put something like this on the market for a reasonable price is something we’re really proud of.”

Airbus Helicopters H145 Tours Brazil, Malaysian Joint Simulation Venture Begins

Airbus Helicopters has initiated a month-long customer tour in Brazil of its H145. During visits to the cities of Sao Paulo, Curitiba, Brasilia, Belo Horizonte and Rio de Janeiro, the H145 will be presented to civilian and offshore operators, along with governmental and military agencies.

The H145 – previously known as the EC145 T2 – has been upgraded to improve performance in hot and high conditions, augment its flight characteristics, provide lower noise levels, reduce pilot workload and further enhance operational safety. Features include the incorporation of Airbus Helicopters’ signature Fenestron® shrouded tail rotor, application of the company-developed Helionix™ avionics suite, and the use of new Turbomeca Arriel 2 E engines with dual-channel FADEC digital controls.

Airbus Helicopters has also initiated an agreement with Boustead Heavy Industries Corporation Berhad (BHIC), with the latter to acquire a 30 percent share in the Airbus Helicopters Simulation Center in Malaysia.

This joint venture agreement was signed by BHIC Chairman YBhg Tan Sri Dato’ Seri Lodin Wok Kamaruddin and Philippe Monteux, Airbus Helicopters Senior Vice President for South East Asia & Pacific region, in the presence of Malaysian Defense Minister Y.B. Dato’ Seri Hishammuddin Tun Hussein.

The simulation facility – operated by Airbus Helicopters Malaysia since January 2013, and located at the Malaysia International Aerospace Center – houses a full-flight simulator for the H225 and H225M helicopter types. The facility was set up as part of Airbus Helicopters’ contract to provide 12 H225M (formerly known as the EC725) airframes to the Royal Malaysian Air Force.
Additionally, the simulation center offers training to H225/H225M pilots and crews from customers in the military, paramilitary and civil sectors throughout the Asia/Pacific region, and has received trainees from such countries as Australia, South Korea, Taiwan, Oman, Japan and Thailand during the past two years.
In its first year of operation, the center successfully trained some 200 pilots and logged 1,940 hours with the full-flight simulator. This activity increased by over 40 percent in 2014 to deliver 2,782 simulator hours, training approximately 300 pilots.

На Камчатке разбился вертолёт МИ-2. Его обломки обнаружены с воздуха, сообщили «Русской службе новостей» в пресс-службе ГУ МЧС России.
Предположительно, судно принадлежало одному из спортклубов, на его борту могли находиться несколько человек, скорее всего, все они погибли.
В район предполагаемого происшествия готовится вылететь вертолёт Хабаровского авиационного спасательного центра МЧС России МИ-8 со спасателями на борту.

Новый русский самолет: идут работы по созданию легкого военно-транспортного лайнера



Компания «Ильюшин» ведет работы по заказу Министерства обороны России над проектом Ил-112В. Этот самолет грузоподъемностью 6 тонн должен прийти на смену старым «Анам», созданным полвека назад. Новый транспортник станет более экономичным, удобным в эксплуатации и безопасным. На его основе в будущем возможно создание нового турбовинтового регионального самолета.

В конце 2014 года между Министерством обороны Российской Федерации и ОАО «Авиационный комплекс им. С. В. Ильюшина» был заключен государственный контракт на проведение опытно-конструкторских работ по созданию легкого военно-транспортного самолета Ил-112В. «Ил-112 приходит на смену самолетам Ан-26, которых еще довольно много у российских эксплуатантов, — заявил генеральный директор Авиационного комплекса им. С. В. Ильюшина Сергей Сергеев. — Планируем, что самолет будет востребован, прежде всего, государственными структурами. Не только Министерством обороны РФ, но и ФСБ, МЧС, другими министерствами и ведомствами.Обсуждаются планы, по которым до 2030 года предстоит передать госзаказчикам около 200 самолетов данного типа». 

Производство самолета будет вестись в ОАО «Воронежское акционерное самолетостроительное общество» (ВАСО). «Воронежский завод будет заниматься окончательной сборкой двух опытных образцов, там же пройдут наземные испытания самолетов и их сдача заказчику, — уточнил технический директор ВАСО Александр Анохин. — В кооперации будут участвовать "Авиакомпозит", который изготовит носовой обтекатель, "Авиастар-СП" и "Авиаагрегат", а также Казанский авиазавод — он "войдет" в Ил-112В крылом и рядом деталей».

В рамках контракта между Минобороны России и АК им. С. В. Ильюшина воронежский авиазавод в 2016 году построит два опытных Ил-112В: первый — для проведения статических и ресурсных испытаний, второй — для летных испытаний. В том же году планируется первый полет. Подписание государственного контракта на поставку серийных самолетов для Министерства обороны ожидается в 2015 году. Первый серийный Ил-112В должен быть изготовлен в 2018 году.



На эти сроки не должна повлиять и непростая экономичекая ситуация в России. В ходе визита на ВАСО в феврале 2015 года первый заместитель председателя коллегии Военно-промышленной комиссии Российской Федерации Иван Харченко отметил: «Для преодоления трудностей сейчас мы выделяем оборонным предприятиям дополнительные средства, оптимизируем линейки закупок. На ВАСО особо проблемных вопросов нет. Предприятие очень стабильное, работает хорошо, качественно. У заказчиков — и в первую очередь у Минобороны — претензий нет. Мы не сомневаемся, что все те объемы, которые предусмотрены госзаказом, будут выполнены в срок».

Полностью российский лайнер Ил-112В грузоподъемностью 6 тонн предназначен для транспортировки и воздушного десантирования легких образцов вооружения и военной техники, грузов и личного состава. Самолет будет способен решать возлагаемые на него задачи в различных географических и климатических условиях, днем и ночью, в простых и сложных метеоусловиях. В настоящее время разрабатывается технический проект с привлечением профильных научно-исследовательских институтов — ЛИИ им. М. М. Громова, ЦАГИ им. Профессора Н. Е. Жуковского, ВИАМ, ЦИАМ, ГосНИИАС.

«На основе анализа экспериментальных данных, полученных при испытаниях в эродинамической трубе больших скоростей предварительной модели самолета Ил-112В, и результатов проведенных расчетных исследований специалистами ЦАГИ разработаны мероприятия по совершенствованию аэродинамической компоновки самолета без существенного изменения конструктивно-силовой схемы, — рассказал заместитель начальника отделения аэродинамики самолетов и ракет ЦАГИ Альберт Петров. — Было предложено изменить геометрию кормовой части фюзеляжа, обтекателей шасси и модифицировать форму поверхностей сопряжения крыла с фюзеляжем». Рекомендации ЦАГИ были учтены при формировании окончательного облика самолета.



Уже определены и основные соисполнители опытно-конструкторских работ — это 25 российских предприятий. Еще 80 предприятий выступят поставщиками комплектующих изделий.

Ил-112В будет полностью российским самолетом, все детали и комплектующие изделия, используемые при его постройке, российского производства. Ил-112В был разработан и предложен на тендер, проводимый Министерством обороны России для замены легких военно-транспортных самолетов Ан-24Т/Ан-34 (первый полет 4 сентября 1961 года) и Ан-26 (21 мая 1969 года), созданных еще в 1960-х годах. Проект Авиакомплекса им. Ильюшина победил в тендере. В ноябре 2003 года с компанией был заключен государственный контракт на выполнение опытно-конструкторской работы. Однако в 2010 году военное ведомство прекратило финансирование проекта. На тот момент заканчивалась передача из КБ на завод конструкторской документации в электронном виде, на ВАСО изготавливалась технологическая оснастка. На предприятии сохранилось около трех тысяч готовых деталей для Ил-112В.

Лишь после смены руководства Минобороны РФ отношение к проекту изменилось. К августу 2013 года в соответствии с поручением министра обороны России ОАО «Ил», ОАО «OAK-TC» и ОАО «ОДК» подготовили предложения по возобновлению работ по созданию и организации серийного производства Ил-112В. В декабре 2014 года заместитель министра обороны Юрий Борисов заявил агентству РИА «Новости»: «Минобороны РФ и ОАК заключат контракт на разработку легкого военно-транспортного самолета Ил-112В в 2014 году. Позиция по контракту оставлена в гособоронзаказе 2014 года, там стоит сумма 7,9 млрд рублей на завершение ОКР по Ил-112В». Замминистра не назвал точное количество серийных самолетов Ил-112В, которые будут поставлены для ВВС, но информировал, что «речь идет о нескольких десятках машин».

Современный, экономичный, перспективный

Ил-112В будет оборудован современным цифровым комплексом бортового радиоэлектронного оборудования, «стеклянной кабиной». Двигатели для самолета изготовит компания «Климов», входящая в Объединенную двигателестроительную корпорацию. «На базе турбовинтового двигателя ТВ7-117СМ, который разрабатывался для самолета Ил-114, для Ил-112В создается двигатель с высокой топливной эффективностью ТВ7-117СТ, — сообщил исполнительный директор компании Александр Ватагин. — По всем характеристикам новый двигатель соответствует моделям западных производителей авиамоторной техники аналогичного назначения, а по отдельным параметрам превосходит их». Александр Ватагин отметил, что двигатель является одним из самых экономичных в своем классе с низким уровнем выброса загрязняющих атмосферу веществ и является лидером среди аналогичных двигателей по соотношению мощности и массы.



Вполне вероятно, что Ил-112В послужит основой и другим проектам новых самолетов. Об этом в январе 2015 года на совещании у Председателя Правительства России Дмитрия Медведева сообщил вице-премьер Дмитрий Рогозин. Он отметил, что помимо проектов Sukhoi SuperJet 100 и МС-21, в отечественной авиастроительной отрасли работают и над самолетами в «более узком сегменте, то есть речь идет о создании самолета размерностью под 56–64 пассажира». «Сейчас с учетом того, что Министерство обороны сформулировало заказ на легкий военно-транспортный самолет Ил-112В, появилась возможность унифицировать работы и создать параллельно пассажирский самолет, который покрыл бы сегодня потребности региональных компаний именно в таком турбовинтовом самолете, — отметил Дмитрий Рогозин. — Двигатель под него у нас есть — ТВ7-117СТ. Это самолет, который может и на грунт садиться».
